G2C (Government to Citizen) represents an innovative model of electronic interaction between government bodies and citizens. The most well-known G2C platform is the "Gosuslugi" portal, which had over 109 million users in 2024. In addition to this, other electronic platforms exist in the country for interaction between citizens and government bodies.
Purpose and Necessity of G2C
The G2C system is one form of electronic commerce, where the government acts as a service provider and citizens as consumers. The main goal of this model is to ensure free access to information and government services. Every citizen with internet access and a suitable device can easily reach out to government bodies and receive a response to their inquiry.
Examples of services that may be available through G2C include:
- Ordering various certificates and submitting requests to government bodies;
- Processing identification documents and registering property;
- Submitting declarations and paying taxes or fines;
- Registering individual entrepreneurship (IE) and legal entities (LLC);
- Tracking legislative proposals and participating in online voting;
- Accessing information from open registries and databases.
For the government, the G2C model represents an opportunity to simplify interaction with the population, reduce the burden on employees of government agencies, and automate routine processes.
Examples of G2C Services
There are various platforms that provide services under the G2C model. Here are a few examples:
- "Gosuslugi" Portal: Allows citizens to submit requests to government bodies, process documents and certificates online. For example, to obtain a foreign passport, all documents are submitted electronically, and physical presence is only required for photography.
- Tax Service Website: Citizens can register businesses, submit reports, and pay taxes through online services.
- "My Tax" App: Allows self-employed individuals to generate invoices and automatically calculate taxes.
- Traffic Police Website: Provides the ability to check fines, submit requests, and receive up-to-date information on changes in traffic rules.

The G2C system offers many advantages for both citizens and government structures:

Features of Using G2C Services
One of the key principles of G2C is openness, ensuring that citizens have access to information. Security also plays an important role; government bodies are required to protect users' personal data. Authorization and identity verification are necessary to obtain services.
Typically, for simple authorization, it is enough to provide a name and email address, but for access to more sensitive data, deeper identification is required, including passport data and tax identification numbers. In some cases, video identification methods are used.
To submit applications online, an electronic digital signature is required, which serves as an equivalent to a traditional signature. An electronic signature can be obtained at accredited centers or multifunctional centers (MFC).
